Craig Baxter

Craig Baxter is Vice President of Customer Operations at Improvix Technologies, where he leads delivery oversight and operational performance across the company’s federal programs. He works closely with program managers and technical leaders to strengthen delivery discipline, improve operational processes, and enhance customer engagement across complex government initiatives.
Craig brings nearly two decades of experience in the government contracting industry supporting national security and law enforcement missions. Prior to joining Improvix, he spent nearly 19 years at IntelliWare and IntelliBridge (later acquired by Agile Defense), where he began as one of the company’s earliest employees and ultimately served as General Manager of the company’s Homeland and Law Enforcement practice. In that role, he led a portfolio supporting the FBI, U.S. Marshals Service, Department of State, and Department of Homeland Security lines of business—including USCIS, TSA, CBP, and ICE—overseeing hundreds of employees delivering mission-critical technology, intelligence, and investigative support services.
Throughout his career, Craig has focused on building high-performing teams, strengthening operational maturity, and helping organizations scale responsibly while maintaining strong customer relationships. He is particularly interested in the intersection of technology, data, and mission operations within the federal government.
Craig is passionate about mentoring the next generation of technology and business leaders and regularly engages with Virginia Tech students to discuss careers in government technology and consulting.
